Scope recommendation

Very specific scope need question here. Any related scope info/advice would be appreciated.

Looking for a scope with:

1) finger adjustable elevation/windage
2) resettable zero and positive return to zero, esp. on elevation with zero-stop click-in or very obvious zero indicator
3) anyhow, marked turrets
4) very smooth focus if on eyepiece, or side focus
5) variable power, also very smooth; max somewhere from 14 to 20; min at 7 or below
6) prefer 1/4 MOA adjustments (not 1/8) as I may be dialing up and down for var. loads more than once per session
7) Under $400, though I could stretch it a little

Flexible on bell size, tube diameter, weight, and reticle (so long as center is sub-MOA). This is for a bench setup and I will be keeping a dope chart for various loads.

Recommendations?

Right now I am looking at some, but none are quite 100%:
Nikon Buckmaster 6-18x
Weaver Buck Commander 4-16x
Bushnell Elite 3200 5-15x
Mueller APT 4.5-14x

Chime in on those or anything else that fits the bill.

Thanks. Been poking around on there, but since this is pretty specific, I was looking for some direct experience. Got one PM so far with a very good suggestion.
