SBS Removed from NFA Registry

Dose a Mossberg 590a1 that was a factory SBS, and removed from the registry have the ability to be reactivated to SBS in MA? It was a department gun sold for parts less barrel and stock and transfers as a receiver.
 
Was it made into a shotgun with 18" or longer barrel at any point? If so, then it can't be made into an SBS in ma as that would meet the definition of sawed off shotgun. If not, then there's nothing in the law that says it can't be, but whether that would mean your application is approved in practice is a crapshoot. I'm guessing this would be the first test case.
 
to the best of my knowledge it went from SBS configuration to title 1 firearm Receiver. I acquired this for the parts, metal trigger groupe, bolt ect... but now am thinking I may try to SBS on form 1. I'm sure I would prove original configuration ATF if approved
