Am I right to infer that this now sets precedent so that all the US territories may get Constitutional Carry now with a little more legal action by SAF?

I dunno. IANAL, but l believe that this has to be won in a federal court of some sort to set precedent. This was won in a Commonwealth of PR court.

Agreed, local decision only affecting PR. Sets no precedence.
 
We can expect this to get overturned (as was the case in Maryland for shall-issue), or alternatively, have PR put another licensing system in place that limits access to those of privilege, power and influence.
 
I wonder if they accept MA ltc? Did I miss it?
Presently, PR does not reciprocate with any state. Interestingly, they also do not offer non-resident licenses. I own a home there so simply obtained a resident permit. The process definitely involves some bureaucracy but from date of application to receipt of permit was roughly 40 days.
