Ruger GP100(GP161) blued Ma legal?

I've had a RugerGP161(blued version)on order now for two and a half months.Everyone keeps telling me it is on backorder.I did some investigating and found an old post(GP100 Rant,2008) on northeastshooters saying Ruger did not submit this gun for testing.Does anyone know anything about this?
