ruger 10/22 with FID??

I just stumbled on an old thread where someone asked about getting a ruger 10/22 on an FID card. As it can readily except high cap mags, i understand it to be only available to ltcA, and when I asked carl at FS about it he confirmed it cannot be bought with an FID card. The only exception is tube fed 22's (marlin 60 for example).

However all the replies said you can buy the 10/22 with an FID. What am I missing?
