question: how much credit does he actually deserve for the anti-opioid crisis system Gloucester has in place? I don't think its none, but I also feel that its a very small amount, too.

He just proves you can buy your way to access to politicians and the media. Anyone who's ever been to any of the hearings he has attended will notice he gets no time limit and skips to the front of the line.

That I don't know. I do know that the (former) police chief was the only person getting credit (in the news/newspapers) for the Angel program. So I'd imagine Rosenthal played a much smaller role.
