RI makes a deal to reopen gun ranges

Attention Second Amendment Supporters,
EXTREMELY IMPORTANT MESSAGE - There has been some confusion and some differing interpretations relative to the Governor's Executive Order 20-09, signed on March 22, 2020. This order, which is in effect until March 30, 2020 unless renewed, appears to close all public and private gun ranges at 5:00 p.m. March 23, 2020. Although the wording of the Order is unclear, this intent was confirmed by the Governor's Office and the Department of the Attorney General.
Due to the pandemic, there are many new firearms owners as well as other firearm owners wanting to secure safety training and current range training time. The Governor's order closing ranges creates and/or poses a safety risk as firearm owners need venues to properly utilize, train with and practice proper firearm safety. This is our position relative to the Executive Order.
We were able to work directly with the Department of the Attorney General, the Governor's Office and the Director of the Department of Business regulations to secure guidelines to minimize possible health risks and reopen ranges. Here are the guidelines for reopening:

1. Public restrooms/Common areas are to be closed to all but employees/volunteers
2. Indoor Ranges: shall limit range access to members of the club plus one family member, OR 1-2 paying guests.
3. Outdoor Ranges: Limited to 4 individuals utilizing the range at any time.
4. Indoor and Outdoor Ranges: one (1) hour time limit for range time per persons(s)

All firearms ranges, whether an indoor facility or an outdoor facility, may reopen immediately provided that they follow the above-listed guidelines. In addition, as per the Executive Order, firearm facilities must also do the following:
  • Post signs alerting everyone to maintain a minimum distance of six (6) feet between persons;
  • Ensure employees practice appropriate hygiene measures, including regular, thorough handwashing;
    • Ensuring employees who are sick remain home;
    • Perform regular cleaning and disinfecting frequently touched objects and surfaces.
    • Limit any and all gathering to no more than ten (10) people in any public or private space, the club houses, meeting rooms, etc.
  • This took a lot of time and effort on the part of your RI Firearms' Team, working directly with Attorney General Peter Neronha (Yes, he was directly involved, I had several phone calls with him) and Attorney Elizabeth M. Tanner, Director of the Department of Business Regulations, to secure our reopening. Please be sure to follow all guidelines and take any additional steps and/or precautions you feel would protect the health and safety of the public and your employees.

    As we discussed, gun ranges are permitted to open with the following accommodations made to reflect the health and safety guidelines. Gun ranges may open so long as they follow these rules for now- unless another Executive Order is issued for businesses.
    1.Public restroom/Bars/Common areas closed to all but employees/volunteers (who are working)
    2.Inside: Limit range to a member of the club and one family member OR 1-2 paying guest
    3.Outside: Limit to 4 in a squad
    4.1 hour limit for inside or outside, find a creative way to keep people from congregating while waiting in line
