Can someone from RI sell a firearm to an out of state resident i.e. Nh resident? If so, how does it work?

Via an FFL. If a handgun or frame, thru FFL in NH, other guns can be any FFL.

Handgun ? Yes , or they could ship it to your FFL . Shipping fees to be negotiated between the parties .
Rifle or Shotgun ? You could meet with seller @ RI FFL also.
Gun C&R eligible ? If so , does Buyer have 003 ? Absent any NH state restrictions , buyer with 003 may aquire directly from anyone . absent any state restrictions where sale would physically take place .
Seller May directly ship to buyer w/ 003 under Federal law , but not sure if UPS or Fed Ex are currently inclined to do so .
