Restoring Eligibility

I have a co-worker who wants to clear his name so he can own firearms and he asked me if/how he can do it...I don't know so I'm appealing to the knowledge of this forum.
The short story is, that at the age of 18-19, he was invited to go for a ride in a friends friends car, which turned out to be stolen. He was arrested along with the others and charged with receiving stolen property and when he went to court, his public defender urged him to plead guilty to avoid possible jail time. He was ordered to pay restitution, which he did. He's in his thirties now, and when he applied for a license he was denied because of his “history.”
Could the fact that it wasn’t a violent crime work in his favor? Is there any course he can take to restore his eligibility? Thank You

Lawyer (Jesse) is the only good answer.

The appeals process is only good for CERTAIN Misdemeanors, so it will matter a whole lot on what the exact charges were and what the "class" (felony or misdemeanor) was.
