No.

P.S. Some of us here will probably be interested in buying your .312’s...just put them up for sale and buy .310’s instead (if you can find them).
 
Yes, they can be resized.

I've shot hundreds of 7.62x54R bullets (.312 diameter) resized to .308 without issue.

The question is it worth the effort?
I bought mine resized from a company (Pat's) so there was no effort on my part but on a small scale, it would be easier to sell them and buy the correct diameter if they are available.
 
I haven't got any of the dies or bought any bullets yet, this is for an obscure caliber for an also obscure pistol that I just purchased. A S.A.C.M., 7.65mm French Long.

110 308” would probably be fine or even cast bullets?
