Renewing a FID into an LTC

So my FID (long story why its a FID and not an LTC) is expiring at the end of the year. Do I apply for the LTC locally once it expires or can I do that earlier rather than later?

It's not a renewal, so you can do it any time you like.

The only downside is that it's going to be less than six years, as it's based on one's birthday.....
