Removing LTC restrictions after moving?

Do you have to wait for renewal time of the LTC to try to remove restrictions, not for a couple of years or can it be done after moving?
(This is for my son who still lives in Mass)

Until the LTC expires, even if he moved, it is under the control of the issuing town.

If his new town will issue him unrestricted, and his original town will not remove restrictions, he has to get the old town to expire the LTC early so the new town can issue a new unrestricted LTC.

This has been discussed a bunch on the forum.

Like caboose84 says... You typically have to wait until the bad issuing authority loses control of the license, if they are shitheads. If you are lucky the new issuing authority can convince the old one to dump/expire the old license and issue a new LTC. (which will cost you another 100 bucks). If you're not lucky you're stuck with LTC AIDS until it
expires.
