You're misapplying the logic a bit.
You can certainly go shorter than 12". You just need to treat it like a handgun if you ever sell it. (assuming you have a CT PP)
Realistically, I've never sold a SBR. I just separate uppers and sell them unregulated. I'm currently on the 3rd upper for my pre-ban, registered SBR lower.
With the combination of its pre-ban status and the registered SBR, I can do anything I want to it and still be legal.
What state were you in? How did you like it?
My wife and I almost moved to MA recently. Talk about making CT look good.
