Register with Dept of Justice if giving a gun away?

I was reading the Walpole Times today and they had an article about a Selectman who is being charged with gun crimes because after he was arrested the local PD got a list of his guns and searched his house and didn't find any. According to the article about a week later someone came forward and turned one of the guns in to the PD and then someone in Maine turned in 2 guns.
The PD said that whenever you give a gun away you have to register with the Department of Justice.

I have never heard that, I know if you give or sell a gun to a private party in MA you have to do an FA10 and to give a handgun to someone in another state you have to go through an FFL in that state, what is this registering with the DOJ?
