Receive a Scar 17s from a dealer in pieces

I'm a Massachusetts resident and looking to buy a scar 17 from an FN law enforcement/military discount dealer out of state. Would it be possible to receive just the upper and butt stock from a dealer, in order to take them to a gun smith that could pin them? Then with the modified parts, return to the dealer to take possession of the remaining (lower receiver) parts of the firearms and complete the transfer?

If this isn't possible, does any one have suggestions on how to purchase a MA compliant scar from a dealer that isn't able to pin the stock and flash suppressor?

The simple answer would be to buy it in a lawful configuration, or buy it after it has been made into a lawful configuration. Find another FFL; there are no shortage of them.

Thank you! I was hoping to avoid completing a transfer and only certain FFLs can sell with the 15% military discount. I'll look in to transferring it somewhere that can pin/weld it.
