No no, that’s not what he was claiming. He was blaming FRB’s bulk-mailing practices; the spike was a separate part of the conversation.
FWIW, he was VERY quick to extend me even before I reapplied, and he stressed that I should call if anyone gave me shit over the extension letter in a sales situation. I read his attitude as, “Yeah, there’s likely to be a delay; partly PD, partly FRB; the extension will cover anything you need it to cover; sorry for the inconvenience.”
That’s not helpful for new applicants, obviously.
