If someone is covered under LEOSA and doesn't have a MA LTC, can they legally sell a firearm in a private sale? Google wasn't much help. Thanks

Not as far as I'm aware. You can only record a transfer on the Gun Transaction Portal if both parties have an LTC/FID.

Also, I thought LEOSA only covered department-issued weapons for non LTC holders. How would an LEO who doesn't have an LTC have any personally-owned guns to sell?

LEOSA covers any weapon that isn't otherwise illegal. People move from other states.
