I have a LTC-A restricted to sport/target in Mass. NH requires a CCW permit from your state of residence in order to issue non res CCW. Since the no concealed carry restriction is a administrative rather than legal restriction, would it qualify in order for me to get an NH permit?

I would just send it in. There are no provisions on an NH license
that allow them to statutorily restrict it. They're either going to give
you a permit or deny you. I doubt they will deny you, if your record is
clean enough to get an MA LTC.

Yes, that was resolved a few years ago. A deep search here will likely give you more info on how this came about.
