I would leave it blank and discuss it with the LO when doing my interview. Have it written down on a separate piece of paper with the dates and particulars. Most towns, at least mine, just punch the info into MIRCS while you are doing the interview. Unless you live in a town that just does not want to issue LTCs, this should have no bearing on the outcome. However, if it somehow comes up, and you didn't disclose it, you could be denied. Some will say not to disclose it. I don't see the harm in telling the LO.
I agree, it is none of their business. The whole process in MA is an infringement.
 
Was I a defendant?

Technically, no.

The "show cause" hearing before the Clerk Magistrate was to determine if a complaint would issue.

As it was dismissed by the CM, no complaint was issued, therefore you did not become a defendant.

That said, I would still disclose it.
