person to person long gun sale/purchase.
what are the requirements in RI.?

In short, unless the buyer has a town issued CCW permit, you need to submit all the background check information to the local PS. However, because most PD's believe that private party sales are illegal in RI (because many of the cops in RI are mentally retarded) they will likely have no idea what to do with the paperwork you submit them and show up at your door with a search warrant and a SWAT team (Just kidding, they will most likely ignore anything you hand them) . Unless your seller has a Town CCW, just do it through an FFL. Sorry to break the news to you, but RI is full of stupid.
 
Doesn't matter if it is a shotgun. A Town CCW permit allows you to skip the state background check for any weapon. Without a Town CCW, the buyer is required to get a state background check. If you walk into a gun shop with a Town CCW, you walk out of the store 5 minutes later with the gun. If you do not have Town CCW, you wait 7 days to pick the gun up. Just find a dealer to do the transfer for you, Heritage does them for free and handles the paperwork. Most other dealers will charge $25-$40.
 
What if the buyer has a C&R license and is out of state? My LTC and C&R are both issued in MA but I am in RI a lot and have come across guns at yard sales and such.
