Preban Uzi lower receiver - MA build

Saw some pre ban Uzi receivers for sale online cheap and am considering building an Uzi sbr with one (I have trust setup)

Although the receiver was manufactured pre 94 I'm not sure it was ever built into a rifle. Does it matter?

Hoping it doesn't matter so I can bypass awb with this build!

(Yes I've heard the sbr/awb arguments, not looking to start another debate on that topic, thanks!)

Yes, it matters--it's only pre-ban if it was made into a rifle and legally possessed prior to the federal AWB.

are they already in Mass? If not then it's hard to find an FFL that will transfer out of state preban long guns to a Mass resident. YMMV

No, they are in Michigan. They are group industries receivers, and from what I've read is that you must prove that pre ban receivers were assembled in complete pre ban "evil" configuration in order to keep those features...?? Not sure if you could prove either way

yup, i've read that too. at the very least it had to be sold as a rifle before the ban

are you sure these "receiver only" are even finished receivers? there are a lot of UZI receiver blanks out there and those obviously aren't preban
 
It's a stripped receiver on gunsamerica.com, I'm trying to read more into them now.

But if legit I'd like to order a parts kit from McKay and build my own Uzi

The wording of the original Federal AWB (from which the MA AWB is copy-pasted) is the following:

‘(1) It shall be unlawful for a person to manufacture, transfer,
or possess a semiautomatic assault weapon.

(2) Paragraph (1) shall not apply to the possession or transfer
of any semiautomatic assault weapon otherwise lawfully possessed
under Federal law on the date of the enactment of this subsection.

It then goes on to define what a "semiautomatic assault weapon" is, with all the feature lists we've come to know and hate.

Thus, if it was a "semiautomatic assault weapon" on the date the AWB was enacted, then it is exempt from the AWB. If it wasn't, then it isn't exempt from the AWB.
