I did a search and couldn't see anything directly related to this, so forgive me if this has been answered before. Can I purchase a pre 98 hi-power out of state and have it transferred through an FFL to me?

No, BHP isn't on the list and can't be transferred to you via
an MA dealer, unless it's papered as being here before the
cutoff.

Please don't use the word "ban" when referring to the MA handgun
compliance BS- it's technically inaccurate because even a
"post-ban" BHP is "posession legal" in MA.... it's just getting one
that's the problem.
