I see new stuff being posted in classifieds. With the new law, looking for general interpretation.

There’s multiple references in multiple sections and it’s hard to tell if you have to:

Use the current FA10 system

Cannot sell a firearm at all because they haven’t enacted the new system

Can sell a firearm but will have to retain all relevant information and report the sale when the new system is created

Can sell a firearm and report nothing and retain zero information of the sale. And say the new system is created in twelve months but you move to Texas in 11 months..

If you were at 4 sales already in the previous 12 or less months, has that been wiped clean and now you have 4 more starting on 10/2?

2444 SECTION 157. The department of criminal justice information services shall establish the electronic firearms registration system established pursuant to section 121B of chapter 140 of the General Laws, as inserted by section 32, not later than 1 year after the effective date of this act; provided, that all firearms shall be registered in accordance with this act and not later than 1 year after said electronic firearms registration system is completed and publicly available.

Big Boy Rules apply but I don't see much risk if you don't plan on moving back

False - the 4 sales per calendar year limit is still in effect
 
I would definitely still use the online EFA10 portal. Even if I have to record the sale again when the new system is up. Lord forbid someone uses the piece they purchased from me to rob a packie, then throws it in the bushes. I don’t want to have to tell the cops as I’m being carted away in handcuffs, “No, really, I sold it. I’m just waiting for the new reporting system”.

Are sales from dealers still recording FA-10s?

You are more than welcome to do so
Or you could verify their LTC is valid, have them sign a bill of sale and be done with it since the reporting of a transfer to the current system isn't in the current law so has about the same validity as a bill of sale.
