Possible Texas Open Carry = concealed carry also ok?

If Texas legalizes open carry, does that mean that concealed carry is ok too?
Or, do you still have to get a CCW in Texas?

If it is considered "Constitutional Carry", CCW would be legal without a permit.

If it ends up being like PA, open carry is legal but you need a CCW for concealed.
