I live in MA, and a friend in NH wants to transfer two long guns to me, a Mossberg shotgun in .410, and a Savage Axis XP. Do any special rules apply since this transfer is across state lines? Should we go through an FFL, or is an E-FA-10 form enough?

you can go to a FFL in either state WITH A LONG GUN

"firearms" and pistols/revolvers need to go thru a FFL in the buyers state

You must record the transaction on a eFA-10 within X days of them crossing the border into MA ( 7 or 10 I forget) if you do it in NH

Yup. 7 days per MGL 140 128B.

If you can find a NH FFL that will do it, that meets federal law. Many NH FFLs don't want to figure out if the gun is lawful to own in MA which is a requirement for the sale/transfer of a long gun to an out of state resident.

Or meet up and take possession (assuming he does not have NR LTC for MA) and both go to a MA FFL and do the transfer. Pretty straight forward.
