That's just the thing I like to dig into and fix. A friend has an 1860 Colt that a relative carried in the Civil War. Which didn't function. I replaced the main spring and machined a missing screw, cleaned and lubed it and it now gets fired periodically.
Yours I would disassemble, boil all the steel bits and card to get rid of the rust restoring some of the blue and try to get it running again.

Well now you've had me go down a rabbit hole over the last few hours... have a plan now to drop it off at a gunsmith this weekend. Right now it's a paperweight, so what do I have to lose

Family friend up in ME who is a gunsmith. Figure I start there & see where this rabbit hole takes me. The other part here is that I suppose there is a chance that this could be a replica, so I need to hammer that down before I go bananas here. I don't think that's the case here, but I'm no expert.
 
Looks rather rough to be a replica but, who knows. No manufacturer marks on it?
Marks are there, just figured if someone was trying to make a fake one they’d use the same marks.

100% sure that's the real deal. I don't think the checkering on the grips is original but who's to say when it was done. Have you ever opened it up?

Negative. My father in law randomly handed this to me a few months ago & other than moving the cylinder and failing to cock the hammer I just wrote it off as a paperweight until I saw your post.

Apparently it was given to him by his father 40 years ago.
 
Today I started my vacation, two days late. From 7:00 to 9:30, I was on the phone non stop. It quieted down by 11:00 and my wife said she wanted to go to "town". That means Littleton. I was getting dressed, putting on my belt, G21 Holster and two double mag pouches. I started taking all that shit back off and my wife asks if I missed a belt loop. I told her, I'm on Vacation, let's mix it up. Most of my Wheel Guns are down in the Communistwealth, but I keep a few up here. I put on my S&W 627-5 and my S&W 19-3. I wish I was half as accurate with my carry gun as I am with that 627-5. I realize in a defensive situation I'll be less the 25' from a potential assailant, not a duel or marksmanship competition.

I like your nickel 19-3. My first centerfire handgun was a 4" nickel 19-3.

That was Jack Marlowe's personal firearm. He was the Manager up at Original Bob's for years. I wore it to his wake. I showed his daughter that I was wearing it as a sign of respect for her Dad. She misunderstood and thought I was giving it to her. No. That revolver has the best Grips of any Handgun I own. Pachmayr Gripper Grips. I wish they made that style of Grips for my Governor.
 
Adding my two, 15-3 and a 28-2 Highway Patrolman.
Getting Model 10-5 pencil barrel next week.
Got the "CHiPs" starter kit for the 15-3, it's a nice old police retention holster with speed loaders and belt pouches.
Upgraded it some pachmayr grips but still got the original ones.

The 28-2 is in great shape love shooting Magnum's out of it, but my son doesn't want to put a ring on the cylinder lol.

Ok ok......how.....or where.... did you get that finish on it?
That’s how it came from the seller. Cerakote but not sure where it was done. I like it but can’t say I’m crazy about it anymore, I’m thinking of having it redone in a satin black with some old school wood grips.
