Depends. Disorderly conduct is recognized by all 50 states I believe. With penalties and definitions Varying from state to state. Using vulgar language in a public place, conduct causing a crowd to gather in the public thorough way and so on. Cop may be standing on solid legal ground to write a citation here.

The cop is issuing a citation, argue the law with the judge. I'm betting it gets thrown out.

Disorderly Conduct is pretty much the "I'm annoyed at you, but I don't think I can get away with charging you with anything else" charge.... Does it have a purpose? Sure... but it's heavily abused.

Well according to Loretta Lynch, you better not say bad things about muslims.
She'd love to ruin you life for speaking out.
She's just setting the stage for when we get roving rape gangs of our very own.
Raise a fuss about it, knock knock.
