Allowing the patrol to use cars (no matter how provided) painted using the NYPD scheme with a logo identical in format to the NYPD patch is a form of "access". Try doing that if you are not in favor with the NYPD.

The fact of the matter is that you can temporarily move some subset of people if they buy into it but absent jobs, tolerance for driving longer distances for amenities etc etc etc its not sustainable........most city/suburban people dont like rural life

Some were flirting with the idea of city building. Sort of a Chinese model of build the city first and move residents in later. Boise is a good example. Although I feel most residents move there to escape policies of California. Idaho is also solid Red despite over a decade of transplants moving in.
