NPR says Chicago PD sucks and gun laws will not fix the problem!

Further, homicides are down because the bad guys can't shoot straight and it is good news because it is better than it was in the 90s.

What would happen if they could aim? Would homicides go up, but overall injuries go down? Or would injuries also go down because they would not need to spray dozens of rounds all over the neighborhood to hit their target?
 
The reporter who has covered Chicago crime for 10 years stated that gun laws and gun trafficking are not the problem. His focus was more on failings of the PD. The community organizer's focus was on education and jobs and failure of Chicago's leadership. In essence, both the reporter and the community organizer completely disagreed with the PD's characterization of the problem as being due to gun trafficking and lack of stiff punishments.
