Their probable cause (if they had any) kinda falls apart after contacting a man walking alone because of all the disorderly parties...

Oh boy. I love how these cases get reported. It's like they have a translator they use "2 or 3 surplus bolt actions" would probably become "arsenal of high powered military sniper rifles".
 
Not that I'm a fan of the cops being able to hassle someone for walking down the street, but how much do you want to bet that he walks away with more probation?

Dude, at some point, reasonableness has to kick in.

If you have a guy walking down the street at 2AM with a backpack in a an area where there have been a rash of criminal activity, to include car break-ins, engaging that person in conversation and inquiring as to what he's doing is good crime prevention. Now, it doesn't seem like there's probable cause so he's free to be on his way and doesn't have to say shit. It's the difference between what the cop can discover without coercive government power and what the officer can compel him to disclose.

But to totally ignore that and not at least dig around a bit? That's a lazy cop not doing his job.
