North Andover LTC

HI, I am moving to No Andover and want to know of anyone's recent expediences with obtaining an LTC? I read the NAPD site and have a couple of questions..

  1. Certificate of Competency from an accepted training center - Is this any place the is certified by MA State police or is it only the 3 place listed on their site?
  2. I would want an LTC but I need to state if it is for work? Is personal protection and 2nd amendment right not something I should put in the letter considering it is not for my job and those are my reasons?
  3. If I want to use it for a range do I have to belong? Manchester and Hudson I can shoot at without a membership. Not mention if I go with buddies.. I don't want to belong to Andover... Is this a problem?

Just looking for any feedback as this is new to moving from NH. I know I know I should have stayed but my kids needs are more important.

My friend lives in North Andover and got his LTC-A, no restrictions at the end of last year.

On question 1, I would imagine it would be any certified training program, but it wouldn't hurt to call and ask NAPD.
Not sure I understand your 2nd and 3rd questions.
 
Do you mean these items in the application packet under the 'required to submit' section under LTC(A):

"2. A firearms safety certificate, issued by a certified firearms safety instructor who has satisfied the requirements of the Colonel of the Massachusetts State Police or a certificate issued by the Massachusetts Division of Fisheries and Wildlife. (First Permit Only)

3. Obtain a letter from their employer stating the reasons why they would need to carry a weapon for work-related purposes. If self-employed, a letter on their letterhead describing the reason that the carrying of a firearm is necessary.
If the reason for the need to carry were not of a work-related nature, a letter explaining the need would have to be submitted."

Sounds like any certified instructor will meet #2.
For #3, since it isn't work related, looks like you need to submit a letter stating why you 'need' unrestricted. I can ask my friend what he submitted if no one else from the forum chimes in.

You don't need anything from your employer. If you only wanted your LTC because you're a security guard, or carrying large sums of $$ while in the course of EMPLOYMENT etc, then (and only then) will you need a letter from employer. (Oil Delivery truck, for example).

In your case? The LTC is for you, not for you only while employed. You want YOUR LTC, not a work related LTC, correct? (answer=yes). Seems #3 is just there to throw a curve at people, like for example: where it says on the LTC app, in the same line, "Social Security Number (Optional) ____ Drivers License Number". If you only put your Drivers License # (which really is all that is required of you to give, if you have a drivers' license), the cops will say "I need your Social Security #" when in fact, THAT is what is "optional". You actually do NOT have to give them your SS#. That's why it's "optional". But they want it anyways.

Shocking, eh?

Also, I'm sure everyone else will tell you: Don't put "Personal Protection", don't put "Protection of Life and Property" (a huge no-no in MA), cuz you are supposed to allow the scumball to steal literally anything and everything you own and have worked so hard to acquire. You are to allow them to steal it, without drawing your weapon, then if you just call 911 they'll take care of all your problems and "try" to get your property back for you. They're good about that.

And don't get into the "Because it's my 2A right" etc...You Chief knows fully well that it's the law of the land. Don't start out your relationship by "pissing him off" and mentioning 2A. You'll find more than enough other things that will piss him off throughout the process .

You want your license because you want your license. Because it's your right. Period. Your "reason for wanting your LTC is "All Lawful Purposes". You know that. And so does he. Everything else is just a shell game.

Hey gryoung,

NA was where I got my initial LTC. Officer Gehrke may still be the licensing officer who you meet with when your information is typed into MIRCS. She's really nice and made the process seem less tedious than it appears.

The best thing to do is to walk into the NAPD and ask for an LTC application. I don't remember if there were any town-specific questions or letters required but as long as you took an MSP-approved NRA Basic Pistol Safety course and given a certificate, that should be it.

If you want your LTC to cover any lawful purpose, then maybe "All Lawful Purposes" is the route to go. Just make sure to proofread a few times whatever you write.

The LTC is serious business and you really want to make sure you do everything by the book. Good luck!

BTW, it's a good move for your kids. It's a great place to raise them and the schools are top notch.
