Non-Resident LTC Turn-around Time

Two months to the day yesterday and counting for my Non-Res LTC-A renewal. I called the office again (I called at 1mo, and 6 weeks too) and they say what they always say every year: It's still in processing but should be issued this week or next week.

I turned it in 6 weeks early this time, so I'm SOL at present and can't carry in MA. I once turned it in 8 weeks early and got my LTC-A back in less than 3 weeks, so I "lost" 5 weeks. They don't renew 1 year from your last LTC, but issue for 1yr from date of approval.

That 2-fold hike in price didn't help turn-around much.
 
Maybe one of the more legal savvy folks here can answer this, but is the same grace period that is given to resident permits, also given to non-resident permits?

NO, the section of the MGLs that was modified for 90 day grace period is ONLY for Residents. I recall this discussion with Ron Glidden specifically.

Since the grace period (as I understand it) ONLY allows you to possess them at home, not carry/transport anywhere, doing this for NRs is irrelevant. It's only a "keep out of jail card" that doesn't force you to hand everything over to the PD. You can't buy anything during the grace period.

Do any of our lawyers know anything different from what I posted above.
 
I just confirmed what I stated above in a conversation with Jim Wallace of GOAL.
 
... and so I carry my small folding knife (with 2.5" blade, as I visit Boston, where the limit is less than elsewhere in MA) and hickory cane.

At least Non-Res CCW is an option in MA, albeit difficult to manage - when I visit NY, I have to leave the firearms at home on the drive through MA.
