RULES: Current Civilian Marksmanship Program Rulebook (CMP PISTOL COMPETITION RULES

23rd Edition—2019), found at Competition Rules - Civilian Marksmanship Program

ELIGIBILITY:

All CMP-sponsored or CMP-sanctioned matches are open to any individual who complies with the following eligibility requirements. U. S. citizenship is not required to participate. Individual membership in the CMP or a sponsoring organization is not required to participate. No person who has been convicted of a Federal or State felony or any violation of Section 922 of Title 18, U. S. Code, is eligible to participate in any activity sponsored or sanctioned by the CMP.

Before an individual is permitted to participate in any CMP-sponsored or CMP-sanctioned competition, the sponsoring club or the CMP Competitions Department shall have on file a affidavit from that individual certifying that he/she a) has not been convicted of any Federal or State felony or violation of Section 922 of Title 18 United States Code, and b) is not a member of any organization that advocates the violent overthrow of the United States Government. Anyone who participates in a CMP-sponsored or sanctioned event must be capable of safely handling a pistol that is legal for the event and of safely completing the event course of fire. CMP Service Pistol EIC Matches are open to competitors 14 years of age or older.

CLASSIFICATION: There will be no classifications used for this State Championship.

ENTRY FEES: Entry is $40.00 total per person for Matches 1-5, inclusive. Entry fee for Match 3 (EIC) or Match 5 (.22 EIC) alone are $15 (i.e. if you only want to shoot the EIC and not the entire 1000 Point Aggregate plus .22 EIC).

ENTRY: Contact the match POC above to reserve an entry. Submit your name, address, phone #, email, relay preference (morning or afternoon) and CMP # (if applicable).

RELAYS & ENTRY LIMIT: Two relays (morning and afternoon) of up to 40 shooters each will compete on a first come, first served basis. Reserved entries (above) will receive priority over walk-ins. In the event of insufficient entries for the afternoon relay, only one (morning) relay will be offered. Competitors will be notified of this change prior to the competition.

COURSE OF FIRE: To qualify for a State Championship, the match must follow the CMP Service Pistol National course of fire (1000 point aggregate) as follows:

TARGETS, SCORING & CHALLENGES: Competitors are expected to score their neighbor’s target (pass right, score left), and reface their own target. Scoring overlays, as well as scoring plugs will be made available on the line. The challenge fee is $3. Protests will be ruled via Match Director convened Jury. Preliminary scores will be posted NLT 1 hour after the match, with a 30 minute protest period following. The competition will be using the CMP’s Competition Tracker website (CMP Club & Competition Tracker | Dashboard) for score reporting.

EQUIPMENT: Service Pistol: any pistol which qualifies under Rule 4.2 CMP Pistol Rules. The Civilian Marksmanship Program has recently (2016) opened the eligibility requirements for “Service Pistol” and now allow numerous pistols with “military design” to compete. Primary criteria are iron sights, a 4 pound trigger pull, and 9mm or greater. Further clarification is found in the rule book under rule 4.2. Limited Technical Inspections (LTI) will be conducted prior to the competition (safety checks and trigger weighing). A limited number of loaner pistols will be made available for those without a qualifying firearm. .22 Rimfire pistols used in the .22 EIC match must meet the requirements in rule 4.2.6.

AWARDS: CMP EIC Points (Top 10%, score above 250) and Achievement Medals (~Top 40%) will be awarded. CMP gold, silver and bronze Achievement Pins are awarded to all competitors who exceed CMP Achievement Award scores in accordance with Rule 3.11.3 (Table 3) regardless of Distinguished status. State Championship Medals, Top Female and Top Junior awards will also be given.

Distinguished Pistol Shot Badge. The highly coveted Distinguished Badge is awarded for excellence in Service Pistol marksmanship in competitions governed by the CMP or the individual Armed Services. The top 10% of competitors are awarded EIC points (Gold 10, Silver 8, Bronze 6), and those earning 30 points are awarded a Distinguished Pistol Shot Badge. Regulations for awarding the Badge are found in Rule 10.2 or applicable Service regulations.

The CMP, not the match sponsor, will determine EIC credit point winners and post scores for each EIC match on the CMP Competitor Tracker web site as soon as possible after scorecards are received from EIC match sponsors. The official final EIC match results are the results determined by the CMP after scorecards are returned to the CMP.
