Why go to all the expense of fox pee and other items that I’m sure are expensive. Know a dog trainer who told me you just have to spread every day ground black pepper on your trail. Messes the dogs sense of smell immediately and with lasting affect. Simple and easy.
You asked about why fox urine. It is not that expensive, and the reason for using it, is not to mess with the dog's sense of smell, but to cause the dog to piss on everything which could cause the company providing the dogs to get tossed and their program cancelled.

The first thing to ask if you are approached by one of these handlers is "are you a sworn police officer?". That will enable you to make an intelligent decision about how you interact - for example, it is not a crime to refuse to identify yourself, verbally or via paperwork, when a citizen with no LE authority demands you do so. It is also assault if they intentionally touch you in any way absent your consent, unless it is legitimate self defense. If they detect a firearm, or if you choose to answer in the affirmative if they ask, you are under no obligation to produce your LTC.

And what if you say no? Do they tell you to submit to search or leave?
If you're going to give legal advise at least get it right. Touching you is not assault. You're thinking of battery, not assault.

OK, then unload the fox urine at the front entrance of a high-end store. A dog pissing there will be a sure, and quick, goodbye!

Ballistol definitely has a distinct smell, but not as obvious as Hoppes. Out of Hoppes; tried Ballistol. Neighbors less likely to notice. Even a trained human can pick up that distinct odor of Hoppes! Eezox, maybe not so much. Haven't used it since it came out, when I found out it gums up in freezing weather, so I don't recall what it smells like (haven't seen it for years, either).

I'm probably in the minority here but I got no problems with Mall Security doing their jobs, it's pretty simple math that it's their property their rules, don't go if your not ok with going unarmed, if it's anything like the hood rat Rockingham Mall your better off not going anyways.

It's like getting all pissed off at the guy at Wal Mart or BJ's asking to see your receipt, they are doing their job.

Suggested plan if approached:
  • First ask "Are you sworn LE?". If so, request they show your their police ID card. If they are non-police, continue as follows...
  • Say "Nice dog" or "Good boy".
  • Ask what their preferred pronouns are.
  • Turn on your cell phone to record the interaction. Notify the other party you are doing so. Do not obey any order (that they have no authority to give) to turn it off. Remember, MA law requires "non-surreptitious", not "two party consent" for audio recording (and not even that to record police thanks to the first circuit)
  • If they ask tell them "I will not discuss my security procedures with you" or consider "no" if that's the case
  • Do not give them your name. Politely inform them that as private citizens, you are under no obligation to identify yourself to them, and they do not have police authority.
  • If they imply you cannot leave, ask if you are free to leave. If they say "no", ask "what crime are you accusing me of?"
  • If they tell you to leave and escort you out, do not let them touch you. If they do, inform that you do not consent to being touched and their actions meet the Massachusetts General Law definition of assault. Do not disobey an order to leave the premises - that is one of the very few items where they actually have real authority.
  • Do not consent to any pat frisk or search. If they are not police, that is "assault", not "police work".
  • When you leave, walk away from Mall property (perhaps to the Cloverleaf or Sherwood mall) and call an Uber. Come back many hours later for your car wearing different clothes and a hat - they will try to follow you in person or on camera to get your plate and identify you. You do not want to be on a list or reported to your licensing authority for suitability review - especially since the report may not be an accurate description of what happened.
  • Above all be polite, do not raise your voice, use the preferred pronoun of the person(s) you are interacting with, and be sure your body language conveys a calm, non violent demeanor. They key is to do absolutely nothing to violate the law or convey any threat in the interaction.
I think there is a independent (not-LE) company trying to sell this service to shopping malls all over the country. Google has news reports of malls elsewhere in the US doing the doggie thing.

In an unexpected event of the day the wife and I went to the Cheesecake Factory at the Natick Mall today. After we were done e I said let’s walk through the mall. Wife thought I was nuts as I don’t really like malls in general. We walked through and didn’t see the dog or it’s handler. I looked but didn’t see that sign either.

Which absolutely confirms the distinction you make (thanks!), and also clarifies that "unpermitted" is sufficient to make it battery, and that harmful is not a requirement.
 
What’s a mall? I haven’t stepped foot in one for a while. Are the girls still dressing like whores showing off their camel toes and maximum cleavage? Boys trying to act tough and dressed like gang bangers?

Actually, I believe that the boys are now dressed like girls, girls like boys, and now we have split nuts rather than camel toe.
 
It is my impression that such search dogs can’t work all day. They’ve got a limited attention span and then you have to rest the dog. So just to have one dog always working during the hours the mall is open, you would need several dogs. I doubt they’ve spent that kind of money.
 
Personally, if a mall deems the safety and security of its facilities such that armed personnel with a K9 are needed, I'm not going there.

I beg to differ. I declare that approximately 900,000%, give or take a few, of what’s available at a mall is available at the inter web.

I'll put my chips on that number. What I don't expect is that the Natick Mall has invested very much $$.
 
Don’t carry when you go there but just before you go rub some gun powder residue and gun oil on your clothes.

Keep the dogs falsely alerting to people without firearms. Make the K9 patrols ineffective.

“Do you have a firearm on you sir?”
“No I do not. Why do you ask?”
Don't forget to spread the joy everywhere you go.

Back in the day, pouring bong water into the cowl vents of K9 cruisers was a good way to make the dogs overwhelmed and "nose blind".

Who wastes their time at the mall? They only have stores now that target teenagers. There's literally nothing I would want in a mall. I went to my local mall just because I wanted to walk and because they have a hobby lobby. I didn't even feel like buying a Starbucks coffee when I was there. I walked in the mall and there were maybe 50-100 people in the entire mall. Years ago it used to be a hopping place, today I honestly don't even know how these stores stay open any longer. For me anyways, there's literally nothing in the mall that even remotely interests me. It's all just cheap 3rd world or Chinese junk and if I really really want to buy cheap Chinese junk I'll do it on amazon or ebay.
