I share a house with my brother, and it's doubtful he'll be able to renew his LTC because of multiple strokes. He can think but he has memory issues, and I don't know if that'll fly or not when he tries to renew in April.
My concern is, if his license expires, do the State Police show up after the 90 day grace period, seeking either the guns or documentation that they've been transferred to a dealer? And if they have a warrant, will they empty out my gun safes? Obviously they won't know one gun safe from another in a strangers home.

He already transferred his hi-cap rifles to me before 8/1 just to be safe, as he doesn't want to lose his 1976 Armalite, or L1A1. I can do 2 more this calander year, then 4 more before April, but that will still leave about 20.

The limit on private transfers is for the seller, not the buyer. If the remaining guns are transferable by a dealer, then take him and the guns to a dealer and have the dealer transfer them to you.

Also, you don’t have to worry about the State Police. It is the locals that you have to worry about.

A dealer can transfer multiple firearms to me?

If he can get through the interview which is usually just nodding or saying yes to confirm the application data then he can renew.
Then you have as long as you need to transfer everything
But even if you don't, they aren't coming looking for his guns unless a doctor red flags him.
So just when he needs to trust his doctors the most, they become dangerous to him.

Here is a question...

If a compromised person is on the verge or losing their prized collection - can he request a restriction on his LTC for "collecting"?

When I turn 100 years of age - I might have memory issues and be very frail and choose not to CCW anymore. I don't want to be the guy who leaves the gun in a public bathroom and lose my LTC over it.

I wonder if I could just still be able to enjoy my collection but agree to no longer being suitable for a full LTC.

This could be a compromise if I'm left with a family that wants to disarm me for my own good but I still want to possess my guns.

At that age, just keeping them in a safe that I open up 2x a year may be enough to keep my dignity instead of selling my prized possessions.

Of course, if I become to compromised I just might want to sell everything anyway rather than leaving my family to dispose of my guns.

Any thoughts?

What interview? He’s renewing right? Do some towns require an interview for renewals?

Even for my original LTC the interview was like 15 seconds.

Concord does. Maybe it’s because there’s a new detective in charge of licensing, but I had interview again when I renewed.

In MA, my Wife and I both had to be interviewed for each renewal after our first chief retired. And that continued for almost 40 years! It was a big joke, as the chiefs all knew us, but that was their policy. Same department I worked for for 17 years.

My renewal interview consists of handing the renewal form to a part time cop as I am walking by their office in the town hall.

Our police dept is shared with another town and they are open 2 hours a week. They are good people and easy to deal with.

The LTC process is SO different in MA depending on what town or city you live in.

No - Bruen ended restrictions.
The issue is licensing to own/possess.
That is the next big infringement that needs to be answered

Great.

Do you think a mentally challenged person who is NOT a danger to himself or others can get renewed?

Sorry I don’t have advice. I’m just blown away and appalled that this is even something that you have to worry about, instead of just simply taking possession with no other hoops or conditions to go through.

.

How bad is his memory? If he keeps his mouth shut, can he get through the interview?
They don't have interviews in Bourne, but you do have to go in and talk to the Sgt for the renewal process. You bring in the completed renewal application and you sit down with him while he punches stuff into the computer.

Memory not mentally challenged
Yes, he should be able to get renewed.
He wouldn't be looking to renew if the state wasn't stomping on his property rights, so I see no reason that his family should have to pay transfer fees or have to sell any of his guns.

This type of collection transfer was addressed at length multiple time by multiple people during the lead up to this bill.
It was emphasized that the limitation on transfers to family members needed to be removed so that this type of situation could be avoided.
What did they do?
They doubled down by only allowing an executor to transfer 4 per year.

The state has shown exactly zero good faith instead passing a tyrannical law well knowing that law's effect on the law abiding.
As a tyrannical law is no law at all, it is imperative that every patriot do what is in his power to circumvent or outright defy that law.

If the Mass supreme judicial court (of all places) ruled on switch blades being an infringement on the 2nd, I think the license requirement will fall eventually.

Just renewed 2 months ago downloaded the renewal app at the local pd website, and dropped off with a check and DONE!

OP I think your best bet is to work with a FFL to transfer them over.

Unrelated note, I always thought an LTC was strictly for carry. If you lawfully purchased and owned firearms but your LTC expires couldn’t you legally still own them but just not leave the house with them?
