So this just happened on the house floor:
Sometimes in an effort to prove a point, a representative might introduce an amendment to a bill that seems totally outrageous to that rep but the amendment is introduced nonetheless because that rep thinks it will help them prove a point. After discussing the amendment the rep will withdraw the bill before a vote, having made their point.
Rep Deb Lavender (D) introduced an amendment to a bill dealing with open carry and ccw. Her amendment would open the capitol building up to lawful carry of firearms for every lawful citizen rather than just for the elected officials.
I think she was about to withdraw the amendment during her closing argument when she talked her way through the 1 minute limit for her closing speech and the speaker slammed the gavel and opened the board for her amendment to be voted on. SHE TALKED SO LONG SHE RAN OUT OF TIME TO WITHDRAW HER AMENDMENT. The amendment passed with about 115 voting YES and now the proposed bill is an even stronger 2nd amendment bill because of her amendment

91 4. Subdivisions [(1), (8)] (7), and [(10)] (9) of subsection 1 of this section shall not apply

92 to any person who has a valid concealed carry permit issued pursuant to sections 571.101 to

93 571.121, a valid concealed carry endorsement issued before August 28, 2013, or a valid permit

94 or endorsement to carry concealed firearms issued by another state or political subdivision of

95 another state.

(1) - concealed carry of a "lethal" weapon
(8) - carry in a church, election precinct on election day, and government buildings
(10) carry in a school, school bus, or at a school activity

Did Missouri recognize out of state permits before?

"Missouri honors all other states Permit/Licenses."

If the above is true, then it makes a significant dent in the "Places Off Limits Even with a License"
