Minnesota Gun Shop Sells Same Stolen Gun Twice

So perhaps guns go on the list of stolen items, FFLs get access to that list. When an FFL takes in a gun, buying it outright or taking it in on consignment or shipping, they check it BEFORE taking it in. Note that I'm suggesting that FFL to FFL are not checked, and taking in a gun for gunsmithing would not be checked.
FBI/NCIC have, for the past fifty-some years, maintained a list of stolen "firearms" restricted to only law enforcement access.

The newly enrolled Federal law does what you propose -- FFLs are supposed to gain access allowing them to voluntarily query the NCIC "gun file" . I say "supposed to" because the FBI is dragging their feet on implementation of FFL access.
