oh i know that...

in fact i think that near all states have a form or carry lic. however, i think, 38 of them are shall issue, then you have the several "may issue" states. (like MA) and a couple "Fat chance" states.

It's too bad most of today's judges and politicians have the 2nd amendment covered in white out in their copy of the constitution.

Firearms licensing is not just a MASS anomaly... unfortunately.

It is a rather small anomaly, as most states require zero licenses to own firearms. And in the case of concealed carry, in most states LE has ZERO discretion during the issuing process.
