It's simpler than that. Collective view: Militia. Reality: "THE RIGHT OF THE PEOPLE" is used in the 1st Amendment and 2nd Amendment. Why are THE PEOPLE treated differently in 1A than 2A? Clearly, they are the same people - the Citizens.
