The "in some cases" in your example would be something like a condo association, or if you have an easement for your driveway, right?

I was thinking more about businesses, stores and other public buildings. If the owners don't expressly give permission, this would make it illegal to carry there.

You're right though, condos and apartment buildings would pose a similar problem.
