MAGPUL PRS Stocks

This is probably a stupid question but is the PRS considered a "collapsible" stock according to the Mass Assault ban? I didn't see any posts that dealt with this question. I'm inclined to say no because the thumb wheels don't lend themselves to a quick collapse but in this state you never know.
