Looking for some help on what the process would be to transfer a stripped lower to a family member in CT. The lower in question was never built into a firearm and as such was never registered on a FA-10. Any input is greatly appreciated. My searches didn't turn up any definitive answers.

Federal law defines a lower as a "firearm", and therefore interstate transfers must be effected by a FFL, which, in this case, can be achieved in one of two ways:

1. Ship it to the FFL - Federal law dictates interstate shipping of a firearm requires a FFL only on the receiving end. That said, some FFLs do not accept shipments from non-FFLs as a matter of policy, so confirm with them prior.

2. Drive it to the FFL, who will effect the transfer.
