She assures me that the flow of the process is still the same. Licenses are activated by FRB, printed and Mailed to PD. Licensing officer clicks a button on MIRCS to "issue" and make the license active. So the term "activated" by FRB means that they have reviewed everything and it is ready to be printed. I realize that the semantics can be confusing.
