I just picked up a 3 die set of Lyman dies at a yard sale. they look a little rusted, but Im sure I can bring them back to usable condition. My question is one of the dies is stamped "FL" on it and has a threaded top on the inside of the die. What is it used for in the reloading sequence? Thanks

Sounds like the sizing die. Is it steel or carbide? Carbide is easy to tell, look at the bottom of the die there should be what looks to be a metal insert roll crimped or glued in place. If the dies came in the original plastic box it will tell you if steel or carbide. If they are steel you'll have to lubricate the cases before sizing, carbide doesn't require lube though some do lube case even though they have carbide dies.

IIRC, "FL" is for Full Length, which would be the resizer die.
Some resizers work the neck only.

Does it look like the one on the left with the decapping pin protruding???

Yes. its looks identical, except for the decapping pin.the top knob with the knurl is open and threaded inside. Thanks
