Anyone have any luck getting one there? It seems like the fellow in charge of the process is either never around, or he doesn't like to return phone messages.

I got a class A LTC a little over two years ago. The Chief, Ron Ramos, has since retired but I went through the process with Sargent Neil Andrews. I had no problems, he was very professional and made the process easy. You shouldn't have a problem.

any restrictions on your permit?

No restrictions - Class A LTC, all lawful purposes. After going through the cost and effort of taking the exam and filling out the paperwork I would not apply for anything less.
