LTC:for all lawful purposes VS all lawfull protection

my ltc reads for all lawfull purposes.I have a friend that lives in western ma. when he applied for his ltc he put down for a reason for appling hunting and target. when he received his ltc it reads FOR ALL LAWFULL PROTECTION. does this mean he can carry conceled at all times or is his ltc the same as all lawfull purpose.he's a retired fire fighter and dosn't transport large sums of money. like i said when he applied his reason was hunting/target.

why bother with a restricted LTC when you can get an alp ltc??
