I understand LEO's can still buy AR platform rifles, however if a Massachusetts Officer legally purchased an incomplete lower from a gun store and all the parts to complete it but as of this date, has yet to start the build, is it to late to build it?

Is the original paperwork when at the gun store all that was needed to register it or would it have had to been registered again if completed and turned into an actual working firearm.

Any help would be appreciated as sitting on parts.

Although nobody knows anything for 100% certain, I suggest that you read the links I posted in the Sticky on this re-interpretation of the AWB in my sub-forum.

In those links she alleged that if it was registered/owned (her office uses both terms in different places interchangeably even though they are not the same thing) before her edict that she won't prosecute and further that LEOs are exempt.

NOTE: "Registration" in MA is the FA-10 form, which is NOT supposed to be filed for mere lowers/frames . . . but some shops do it anyway.
