Leaving Feedback

I've been clicking on a persons profile where it says add feed back and I'm unable to add feedback for them. I keep getting this:
Oops! We ran into some problems.
Please wait 5 hour(s) before submitting new feedback for this user.
Please help. Thank you.

I've had that happen and when I look again I find that it took the feedback the first time and was attempting to dupe the feedback, therefore that message. I didn't think that I hit enter twice, but whatever, as long as I succeeded I'm happy. I just wish that everyone left feedback.
