It's a legal work-around California law about detachable magazines. Bullet button replaces the magazine release and requires a "tool" to detach the magazine. A simple tool, such as a "bullet" will suffice. I've only ever heard of it installed on AR's...
 
If they pass this, I'm sure they're going to make something cool like magazines with trapdoors that allow for easy internal exchange.

This is getting to be really obnoxious.
