Is the LTC Wait in MA the longest at State or Local level?

Had my interview and fingerprints on Monday. My city Chief cleared the application and sent it to the State yesterday. What happens when it gets to the state level? Do they do the actual check and then the Colonel signs off? Is this typically where the longest part of the wait and bottleneck is or is it at the local level?

Yes, sure it's gone to the state.

The state is consistently more or less the same level of slowness.. 95% of the problems are local, frankly.
